What happens to a human who eats the Hito Hito Fruit? Seriously, if it allows Chopper to turn into a human, what does it allow a human to transform into? A superhuman? A normal person? Somebody else?

Chopper ate the "bodybuilder" model, say, and maybe someone else would end up getting the "Supermodel" model or the "Fanboy" model or... something. So they could take the three stages between their original form and whatever human model they ate.
It'd still kind of suck for them.
